Can the no-instrument option be enhanced to accept a comma delimited list of
URLs to skip for instrumenting

You can specify the --no-instrument option multiple times on the command line. 
Have you tried that?

This can be closed. Can supply the --no-instrument argument multiple times - one
for each directory to be excluded
